Cabrillo Community College: Student Filmmaker Required to Get Administrative Approval to Interview Students
Cases
Case Overview
On September 24, 2026, Cabrillo College told student filmmaker Joel Froloff that he could not interview dental hygiene students for his documentary about the program without first consulting the program director. On October 29, FIRE wrote the Calif.-based institution, explaining that requiring administrative approval for voluntary student interviews constitutes an unconstitutional prior restraint on expression and threatens to silence students who might wish to be interviewed. FIRE asked Cabrillo to confirm that Froloff may interview willing students without prior approval and that dental hygiene students are free to speak to journalists without fear of retaliation.
