Anoka-Ramsey Community College: Ban on Non-affiliated Speakers Proselytizing or Engaging in Most Expressive Activity on Almost All of Campus

Case Overview

Anoka-Ramsey Community College places several restrictions on speech by non-affiliated individuals. It says they may not “proselytize,” even where it otherwise allows expressive activity. At the Coon Rapids campus, most expressive activities are limited to a corner on the periphery of campus away from where students and staff are likely to be. And even there, the college requires at least a week of notice. On April 3, 2026, FIRE sent a letter to the college outlining the First Amendment problems with these policies. FIRE sent a follow-up letter on April 29.
