Case Overview
On March 13, 2026, Florida International University students affiliated with ICEBreakers FIU, a student-led coalition, staged a silent protest by wearing shirts reading, “ICE OFF FIU” during a fireside chat featuring the university president. Although university officials acknowledged the demonstration “did not disrupt the event,” and no attendees complained, FIU charged seven students under a policy that broadly prohibits indoor protests, demonstrations, or “similar expressive activities.” On June 18, FIRE wrote FIU, urging the university to drop the charges against the students. Our letter also called on the university to regulate only conduct that materially or substantially disrupts university operations.
