Case Overview
On December 16, 2025, Chico State’s Fraternity Coordinator, Chuy Rojas Rivas, announced a “pause” on Spring 2026 rush week due to previous hazing incidents, preventing all Intrafraternity Council fraternities on campus from recruiting new members— including those not accused of hazings. On March 3, 2026, FIRE wrote Rojas Rivas and Chico State President Steve Perez, demanding the school immediately lift its guilt-by-association rush ban and commit to individualized punishment of hazing going forward. On March 20, Chico State responded, contending that the rush ban was constitutionally permissible and non-punitive. FIRE responded in turn on March 30, reiterating the First Amendment harm and punitive effects of the ban.
