Harassment is defined as unwelcome verbal or physical conduct or conduct using technology that is based on an actual or perceived protected characteristic and that, based on the totality of the circumstances, is subjectively and objectively offensive and sufficiently severe or pervasive that it limits or denies a person’s ability to participate in or benefit from the University’s education program or activity, or working or living conditions (i.e., creates a hostile environment).


Expressive conduct occurring in an academic, educational or research context is broadly protected by academic freedom. Such expression will not constitute harassment unless (in addition to satisfying the above definition) it is targeted at a specific person or persons and serves no bona fide academic purpose.
