Harassment is direct or indirect verbal, written, physical, or graphic conduct that: (a) is directed towards another person or identifiable group of persons but is not based on a protected category as described in the previous two paragraphs; (b) is severe, pervasive or persistent; and (c) has the purpose or effect of unreasonably creating an intimidating or hostile educational, work, or living environment, or preventing full access to a University-sponsored event or activity.
