Harassment defined as conduct that is so severe and/or pervasive, and objectively offensive, and that so substantially impairs a person's access to University programs or activities that the person is effectively denied equal access to the University's resources and opportunities.

Harassment based on a protected category is defined by the University of California Anti-Discrimination Policy. Pursuant to PACAOS section 104.90, sanctions may be enhanced for conduct motivated on the basis of the protected categories defined in the University of California Anti-Discrimination Policy.
